Types of Borrowers

1. Resident Borrower – Any resident of the Lemont Public Library District may obtain a borrower’s card by completing an application form and furnishing proof of current residency. Young people, age 17 and younger, must have a parent or legal guardian sign the application. A resident card is valid for three years from the month of issue.
You may download the form using Adobe Acrobat Reader. Enter the necessary information, print a copy, and bring it to the library at your convenience.
2. Non-Resident Borrower – Any person not a resident of the Lemont Public Library District or any other library district may obtain a borrower’s card by completing an application card, and paying the non-resident fee currently in effect. All members of a non-resident’s household are entitled to individual borrower’s cards upon completion of an application card. Young people, age 17 and younger, must have a parent or legal guardian sign the application. A non-resident card is valid for one year from the month of issue.
3. Community Agency/Business Borrower – Community agencies and businesses located within the Lemont Public Library District may obtain a card in the name of the agency/business if the application is completed by an officer of the agency/business. This card shall be for local use only and shall be valid for one year from the month of issue.
4. Reciprocal Borrower – Any person holding a valid borrower’s card from a library participating in the Illinois Reciprocal Borrowing Program may be granted reciprocal borrowing privileges upon completion of an application card. The following limitations apply to all reciprocal borrowers.
a. A reciprocal borrower may borrow only those items authorized in the Lending Policies Section (see below).
b. Reciprocal borrowers may not reserve materials.
c. Reciprocal borrowers shall not be given interlibrary loan service.
d. Reciprocal borrowers who teach full-time in a school located within the boundaries of the Lemont Public Library District shall be given the same borrowing privileges as a resident borrower.

Lending Policies

1. Library materials shall circulate for two weeks except for DVD’s and Video Cassettes which circulate for one week. Interlibrary loan items have varying due dates as they are set by the lending institution.
2. Reference items, newspapers and current issues of magazines are not allowed to circulate.
3. There is no fixed limit on the amount of reading material a borrower may take at one time, but is limited to three items per same subject. There is a limit of five titles at one time for CD’s, DVD’s, and Video Cassettes.
4. Renewals are permitted, in person or on the phone, except for items that have a reserve on them.
5. Circulating items may be reserved.
6. DVD’s and Video Cassettes have a $1.00 per title check-out charge.

 
Fines

1. Fines shall be charged for each day an item is overdue, except days on which the Library is closed.
2. Fines shall be computed according to the following schedule:
All items except DVD’s and Video Cassettes - $.25 per day
DVD’s and Video Cassettes - $.50 per day
Maximum Charge per Item - Cost of item, plus a $5.00 replacement fee, if applicable, with the exception of magazines which maximum is $6.00 per issue.
3. There is a $3.00 charge for lost patron cards.

 
Lost and Damaged Materials

1. Material that is lost by a borrower shall be paid for at the current list price as shown in Books in Print or other current pricing media. We add a $5.00 service charge to the list price, if applicable. If a current price of an item cannot be found, the patron will be charged the cost of a suitable replacement. The price for all lost inter-library loan materials is set by Prairie Area Library System.
2. A refund for material lost and paid for, minus the fine amount charged up to the day the item was paid for, shall be made if the material is returned together with receipt for payment within ninety (30) days of the date of payment for the loss.
3. No charge shall be made for material that is damaged but can be repaired within the Library. If the damaged materials cannot be repaired within the Library, the borrower shall be charged the cost of replacement.
4. In lieu of payment for a lost or damaged item, an exact replacement is acceptable. A $5.00 service charge is applicable to these items. Approval by the Director is needed.

 
Overdue Materials
Items that are overdue are assessed fines as set forth in the Fines Policy Section (see above). A borrower with overdue materials and who is sent a letter will have borrowing privileges suspended until the material is returned and all charges are paid. Borrowers who accumulate unpaid fines/bills of more than $5.00 will have borrowing privileges suspended until all fines/bills have been paid.
